First of all, you need to be sure that your graphics card supports Aero. Then make sure your graphics driver is up to date by right clicking on My Computer -> Properties -> Device Manager -> Display Adapters -> expand it and select your graphics card -> Right click and click on 'Update Driver Software'.
Next step is to check if Aero is disabled in Windows Registry then re-enable it again.
Warning: editing Windows registry can cause permanent damage to your Windows so it is recommended that you backup your registry before.
Go to Windows Start -> Type 'Regedit' -> click on it.
Now navigate to KEY_CURRENT_USER\Software\Microsoft\Windows\DWM
On the left pane double click on the value entry 'EnableAeroPeek' and change its value from 0 to 1.
This will enable Windows Aero, if not then you must restart your windows so the registry changes will take action.
